NOTICE TO BIDDERSnTWIN RIVERS COUNCIL OF GOVERNMENTSnREQUEST FOR PROPOSALS Notice is hereby given that sealed proposals will be received by the Twin Rivers Council of Governments office at 201 Lysle Boulevard, Suite 212, McKeesport PA 15132. Bid Proposals will be received until 10:00 A.M. prevailing time on December 11, 2015 whereupon bids will be opened and read immediately thereafter for the following project: Project No. 1314-1-CITF-025 – Police Station Building Construction, Glassport Borough: Project work consists of: Construction of New 72’ x 30’ Police Station Building as described with project drawings and specifications, site improvements including but not limited to site grading, asphalt paving, concrete sidewalks, landscaping, sanitary sewer lateral extension, storm water inlets and piping, gas and water line service extensions, underground electric and telephone extension and parking lot line striping. Pennsylvania Prevailing Wage Act applies to this project. nnCopies of the Contract Specifications, Instructions to Bidders, General Conditions, Forms of Proposal and Agreement can be obtained at the office of Senate Engineering Company, U-PARC, 420 William Pitt Way, Pittsburgh PA 15238, phone 412-826-5454, upon payment of a non-refundable fee of Fifty Dollars ($50.00). Each Proposal shall be delivered in a sealed envelope clearly marked on the outside with the words “Bid for Police Station Building Construction, Glassport Borough.”nnProposals to receive consideration must be accompanied by a Certified Check or Bidder’s Bond from a Surety Company authorized to do business in Pennsylvania, made to the order of Glassport Borough/Twin Rivers Council of Governments in an amount equal to ten percent (10%) of the Proposal as a guarantee that, if the Proposal is accepted, the successful Bidder will immediately enter into Agreement after the Notice of Award of the Contract and commence start of construction immediately thereafter. n n“Compliance is required with the Pennsylvania Prevailing Wage Act of 1961, P.L. 987, No. 442; Title VI and other applicable provisions of the Civil Rights Act of 1964; the Department of Labor Equal Opportunity Clause (41 CFR 60-1.4); Executive Order 11625 (Utilization of Minority Business Enterprise); Executive Order 12138 (Utilization of Female Business Enterprise); in compliance with Section 504 of Rehabilitation Act of 1973 and Americans with Disabilities Act of 1990; the Allegheny County MBE/WBE Program enacted July, 1981, which sets forth goals of 13 percent Minority and 2 percent Female Business Enterprise; and the Allegheny County Ordinance #6867-12, setting forth goals of 5 percent Veteran-Owned Small Businesses.”nnThe Twin Rivers Council of Governments reserves the right to waive any informalities or to reject any or all proposals, or any part thereof.
